Richard is an experienced human resources professional, specialising in both labour relations and human resources at senior levels at both provincial and federal jurisdictions. His history is to improve labour management relations as well as increasing employee engagement. He also has extensive experience in the area of mergers and acquisitions. He has recently retired as VP HR at NAV Canada, and was formerly VP Labour Relations at CN Rail, VP HR for Unisource Canada as well as senior positions at CIBC and Abitibi-Price in his 35 years plus career. He has acted as chair of FETCO (Federally Regulated Employers-Transportation and Communications), Chairperson of Conference Board of Canada’s Council of Industrial Relations Executives, and was an original member of the Mental Health’s Commission Workforce Advisory Committee. He also served on the Advisory Board on the Chief HR Officers for the Ottawa area, and is on the Board of Directors for Peer Support Accreditation and Certification Canada and the Newfoundland Teachers Pension Plan Corporation.
 
Richard graduated from King’s University College, Western with an Honours BA. He subsequently earned a Master’s of Industrial Relations degree from University of Toronto. He has received the Morley Gunderson Prize in Industrial Relations in 2004 from the University of Toronto and the King’s University College Alumni Award of Distinction in 2009. Currently he is Vice Chair of the Board of Governors for Ashbury College in Ottawa and continues to be involved in various workplace mental health initiatives.
